Document everything. Check local laws on recording conversations. Install a call recorder on your phone. If you're called into a meeting, start recording software before you go in, turn off the screen and put your phone and wallet on the table when you sit down. Download your emails to your own computer so they can be disappeared by IT.

Not to dissuade anyone, but just because you are doing the right thing or even following the Law, that does not mean you won't suffer. There will probably be the immediate act of putting you into a military/federal/state prison until you have a hearing. If you get a hearing. Heck, you might not even get out until the entire system is replaced.

If you're trying to report, try to have stuff in writing. Yes, sometimes people are this stupid. If you ask them to email you exactly what they want, you have it with their signature block.

No, you send a signed email with your pki cert. You state what they asked you to do as a confirmation request. I do this whenever a request counters policy. Or feels sketchy.

Sign emails use non repeatiation. They can't claim they never receive the emails. Not answering it as good as confirmation.

if you are trying to report, remember that it won't go anywhere. The GI rules that state you have to disobey an illegal order are there so they can punish you after the fact, not there to get you to stop bad things from happening. If you see illegal behavior, you have to be willing to be Chelsea Manning'd or Ed Snowden'd to report it, because the system is designed to scapegoat whistleblowers

Yes, you can question orders. It doesn't always go well, but you have a legal obligation NOT to follow unlawful orders. This means you can request clarification for something you feel may be illegal.
