Its less the FDA and more state/county health departments and local ordinance. Then you also have our car centric infrastructure and that a huge portion of the country doesn't have the population to support it in most places. Oh and weather. Nobody wants to eat outside when it's freezing and snow covered. Probably why the best street foods tend to be warm climates.
