I actually saw a video on this behavior in wolves recently, the "puffing" is a quieter way to warn other wolves in the pack of possible danger so they're not giving away their location
My moms are part of a corgi-specific rescue. Idk which one but maybe there's something like that near you? The one my moms are involved with does a thorough check to make sure you'll take good care of the dog(s), so that could be something you'd have to go through, but it's so worth it imo.
