Story in Aussie Press. Wondering what rest of world thinks. Basically arriving early to claim/reserve or as Aussies put it, Call Dibs on picnic spot .

My view is if someone stationed there as guard then there is no contest. If nobody stationed to guard, then if other spots available then respect the Dibs, otherwise fair game.

The problem arises when all the picnic spots are taken and the people, who put their bags ti claim a spot, dont show up. I would have put the bag carefully to the side and use the picnic spot

We spent a Sociology class discussing situations like this. What defines a place being taken or reserved. As others said, in a wide open situation even a trash bag may keep a spot open but when space is very limited even a tent in a camping space may not be enough if no one is around and spots aren't specifically reserved.

Our small local community parks are owned by the county/town and you have to go through them to book the tables or pavilion space. Then they post an official notice nearby to let the public know what time the space is unavailable. If no posting is around, then it's fair game.
