Might be the legal limit, but they have way less child marriage than most countries, including countries in South America and other parts of the Middle East. Marriage is also a 1-party consent thing there. In Iran if you're an unmarried woman being executed they'll forcibly marry you to one of your prison guards so they can be certain you don't die a virgin and receive paradise.
