Explanation: The Adeptus Arbites is the adepta of the Adeptus Terra that serves as the galactic police force of the Imperium of Man, responsible for enforcing Imperial Law (the Lex Imperialis) on all Imperial-controlled worlds. The Adeptus Arbites have been granted the right by the High Lords of Terra to serve as judge, jury and executioner for any Imperial citizen they discover having broken Imperial Law. Unfortunately for many Imperial citizens, the concept of due process is not one that generally applies in the Imperium.

Fun Fact: Inspired by Judge Dredd, the Ciaphas Cain novels reference a holodrama called Arbiter Foreboding, with the title character being known for carrying a big gun.

They turn off the bodycam to show compassion without getting in trouble.

Correct me if I'm wrong but I believe I remember reading that Games Workshop had a partnership with 2000 AD to make a tabletop version of Judge Dredd and therefore made a bunch of Judge models & when that ended they had a bunch leftover so they created the lore for the Arbites and folded them into 40k. Since then they've altered the models and lore to distance the two IPs but it's not a coincidence they're so similar.

As a fun aside sometimes Arbites will get so bogged down in judicial flow that the people they took in will often times die of old age, or bolt shell this is 40k after all, and so their heirs will have to stand trial if and when the going through the multi centuries of law and decisions there in finally lets them judge the progeny of the now deceased.

Arbites are not the police. They are not judge dredd. That's for planetary forces. Arbites deal with the tithe and cults.

It seems to be a reference to the Wh40k:Rogue Trader RPG, the Arbites and his dog are from the ....2nd DLC? The Lady Navigator is one of the main story path companions the player picks up and she has a very sheltered and high-art upbringing and idea of life, painting her visions and moments into terrible, confusing paintings of warped colours and concepts. Apparently its above the Arbites to understand it.

It is good. I’ve over 1000 hours and play for fun not the really hard core levels. Arbiter is one of the more powerful classes. Can play with or without a dog. Amusing that the one after that is the Hive Scum.

Arbites enforce the Lex Imperialis for planets. They aren't interested in street crime, they ensure the Imperial Tithe is paid and keep an eye on things to ensure no heresy, xenos consorting, or whatever else threatens the Imperium's grip over the world. It's the enforcers who stomp on ordinary citizens for crimes real and imagined. To arbitrators, interfering with petty crimes is itself a crime of misusing Arbites resources.

But it's common on many worlds for enforcers to be called Arbites even if they aren't officially part of them, whether because the enforcers want to sound scarier or the population doesn't know the difference. Plus, while the average planet only has one or a few arbiters oversighting the planet, major hive worlds have entire sector houses full of arbiters per hive city just to ensure order over the billions of hivers and the tithes being collected on time.

Very old novels like the Eisenhorn ones will feature arbitrators as street-level law enforcement because they were written before enforcers were created. Back when Arbitrators were very much a loving not-so-subtle homage to Judge Dredd, a property GW had worked on previously. But it's not the case that enforcers commonly call themselves arbitrators. I can't even think of a single example. Necromunda, they're palanites. On Verangantua (from Warhammer Crime) they call them probators.
