1/2 Problem is that Presidents can pardon anyone for anything, so lackeys will now willingly break the law so long as they can depend on a corrupt executive to shield them. That's why the SCOTUS ruling is so damaging. If only one or the other existed, it wouldn't be toooo bad, but both together creates an environment that makes amoral sociopaths virtually untouchable.
