The 'business' is just a middleman. They make money on transaction fees. The money is coming from other people buying in on losing positions.

Casinos don't pay out true odds, so they don't care who wins. If you're betting on a coin flip you might put down 50 cents to get 95 cents back, and they keep 5 cents in fees. In this case the coin is being flipped by people who also bet on the outcome, which is of course some bullshit. But the people who would go after them for it are busy doing the crime in the first place, so we gotta hope there's still enough of a country left to fix this once Trump is gone.
