A reminder... National Guardsmen and Guardswomen have civilian jobs. It's a part time volunteer service meant to assist in true emergencies. The way they're being misused here... taken away from their careers and families to pick up trash and make a show for Trump is fucking beyond disgraceful. Not only is Trump complicit in this atrocity, but so are several Republican Governors who all eagerly signed up to treat emergency responders like dogshit. Someone really needs to do it...
#1 If you've ever worked outdoor physical labor, you've slept on the ground at some point. I'd bet that's even more true of any group of people associated with the military.
Former Army (active duty and National Guard) here and I can say (as others have) that sleeping anytime you're allowed to stop moving is pretty much encouraged behavior. Crash while you can, you never know when your next chance will be. And even though it's ridiculously expensive having the National Guard cleaning up around town, it's known as "policing the area" and Soldiers do it all the time. Nothing new to them, typical busywork they're already "well trained for."
I am still amazed (I know - I know) that any President would use that glowering, Palpatine-esque "I'm gonna fuck you up!" picture as his official portrait. Not a smile, not a contemplative gaze, not a stern look, just pure malice.
This is extremely normal military behavior. Get called somewhere, hurry up and wait, someone sees you all sleeping while waiting and now you have some random detail to perform. Of course we should send them home but I would much rather see this than them stomping protesters.

Army combat veteran here: Grunts sleep on the ground like it's a fancy hotel bed, when they do this it is in an instant and can be almost anywhere there is a spot to flop down. No pillow? No problem. You prop your head on your ruck sack and use your garrison cap as a cover for your face. Why do they do this you may ask, because they are used to dealing with the "suck". The "suck is what drives the Army, hurry up and wait, and do pointless jobs to fill down time... the "suck" Hoo Ahh!

Definitely shouldn't be normalized, but this example is a fucking clown show.

Napped after lunch in the shade of the little cafe at Amboy, CA when we had to go 'the long way around' to get in the back gate to set up tank targets (stacked tires, mostly) and mine fields (stakes with a wooden sign pounded in the ground) for an exercise that week.
totally. even in basic we'd jam our hands into the bunk springs and it would hold our arms up to look like we were under there tightening the covers. You could get five more minutes of sleep that way.
