My best guess is that Sombra best fills the "brooding dark badass villain" slot, while simultaneously being the ideal "but I can fix him" fandom option. Pairing him with Fluttershy is the big opposites attract trope in action, with her simultaneously being a total polar opposite, but also having a dark side (she's a vampire, canonically) and being super kinky in the fandom's eyes. But it all relies on rewriting the characters into pure fandom creations only vaguely inspired by the originals.
