Well, this one needs it... because it's an abandoned chick. You can tell by how thin and disheveled he is. Sometimes the parents don't come back to feed it (eaten by orca, lost at sea...). He's starving and gonna die soon because he cannot take to the sea with his baby feathers, and he won't molt because he's too thin. Sorry.
