(cops however this days have far too much freedom in doing whatever the F they want though...), from what you can see she was walking into the moving vehicles which also had a police escort (you can see to police bikers at the end), which would imply they're not normal civilians driving in them, law officers don't tend to react well with ppl running to them...

She's in a crosswalk. It is illegal to drive through a crosswalk, no matter what the pedestrian is doing. First thing the cop should of done was to stop the traffic. Then when it was safe, he being twice her size, should have walked up to her put his arm around her shoulders, forcefully but gently walk her over to the sidewalk, and cite her for jay-walking or whatever. If she resisted, Then he could have cuffed and arrested her. He did not need to body slam her to the pavement, and punch her.

It just never happened because there was always people mostly playing by the rules.
