You can do intentional walks is baseball if you feel the current batter is more likely to hit a home run than the next in the lineup

Usually when a pitcher & catcher does this it's an "intentional walk" to make the batter go to 1st base. The umpire is just a twat.

You throw off plate when you're ahead in the count to get batters to chase bad pitches. The umpire just isn't supposed to call them strikes.
