Less sensationalist aspects of these articles will show that this spending, while breaking recent records, is not *that* out of place (not an outlier). The US military routinely wastes billions of dollars in September since much of the military budget is on a "Use it or Lose it" system. If an org was budgeted $100 mil, but only spent $80 mil, then next year they only get $80 mil because that's obv all they need. The fact that the US still budgets like this is a bigger deal than the lobster.
