When Texas talks about "regulation" they mean they can shut off your water and power when they feel like if they think you don't deserve some in order for others to have it. There's always bullshit water and power restrictions. Their solution isn't to build the systems out more or solve problems. Just tell us to stop using so much. And, if they think we're still using too much, they shut it off to punish us. Utilities are becoming a control mechanism to keep peasants in line.
