Irrelevant. They didnt crop the video, they stuck it in a useless custom frame. Without the frame, the video would still be the same size it is now when watched vertically, and you'd have the option to fill more of the screen when horizontal.

That's why. These platforms don't accept landscape format. People that upload these have to fill the space with something, so blur and a caption are pretty common.

It's because they are designed for mobile format. And I'm typing this from a computer with quad 27" monitors...I used to hate it too, but the reality is the majority of content (I think it was 70% last I checked) is consumed on a mobile device and while you CAN rotate, the reality is most people don't and don't want to. They want profile. ¯\_(ツ)_/¯
