They only don't have cash because Republicans passed legislation that said they had to prepay all their retirements way in advance with the express intent of causing this to happen. The policy to prepay the pensions 75 years in advance was rolled back in just 2022, after paying since 2006. I think the Republicans feel they damaged the organization enough to allow this.
Looks like Louis DeJoy's efforts to streamline and make USPS solvent UTTERLY FAILED, and now it's on the brink of collapse. Then we have to pay MORE for private companies to do it. Now a Democrat has to come in and save it, only for Republicans to complain that it's costing so much to rebuild. The Circle.

The pension thing is genuinely weird because USPS has to pay for all theoretical future pension payments upfront. It was something the republicans put in to make the USPS look like it was loosing money when in fact it was making money. Also it means that the USPS takes over the pension from any other federal workers that they hire which makes the books of those federal agencies look better.

FWIW, the post office is now a separate entity– spun off by the Republicans who want to privatize it. In general, the US government can’t bail them out. Then again, if they really wanted to, they could.

Republicans have been trying to bankrupt the post office for decades. That is they want private industry to get the work. Forcing the post office to fully fund all pensions, unlike any other government enterprise, i.e. Social Security, has bought the post office to this financial point

They make the post office fully fund its pension for 75 years before they can spend any money. There are massive restrictions on how they spend to make them lose money. They are expected to act like a private corporation and make profit, but they are not allowed to spend or raise money logically like a private corporation. This has been going on for decades. The post office has been "broke" on the verge of collapse my entire life

The postal reform act passed in 2006 is where they initially had to pre-fund pensions for 75 years. This resulted in the USPS having to spend 5.5 to 5.8 billion dollars a year through 2016.
