Correct me if I'm wrong but Clinton's impeachment was about obstruction of justice in regards to blocking the investigation into the abuse of power rather than the abuse of power itself which was ultimately found to not be criminal. The democrats proceeded to set such a high bar of evidence needed that its was impossible to meet, something the republicans didn't forget and leveraged during Trump's impeachments.
