It depends on the area and how a typical winter is, but usually what is stored in the shorter upper boxes is their excess!
Also feeding sugar water during nectar flow can contaminate extracted honey, i.e. it means sugar water instead of honey in the honeycomb.
A few issues to be aware of: open feeding like this can cause a feeding frenzy (lots and lots of bees) which can be alarming. 1/2
They don't exactly like us taking the honey, but good beekeepers only take the excess honey. Bees are just little preppers.
I personally like using an electric knife and then getting any missed cappings with a standard cheapo cappings scratcher
