I think that the content of this letter is more than a little suspect. A soldier on the eastern front knowing about what's happening on the western front is suspect. Military letters of all nations were heavily censored. Mention of military matters would have been stricken out.
I actually had something like this happen in the dark old day of my youth. I also put a couple of rockets through 3rd floor windows.

I would suggest they going back and checking their questionnaire design. Your right. given just an outline I would suspect that very few USA pop would not recognize their own country. They have it hammered into them all the time.

Abuse/bribery aside, I'm all in favor of red light and speed camera. I really think they save lives because people driver more cautiously.. In my state they don't use them because you can't prove who was driving. I think the responsibility for the reckless use of an auto belongs to the owner, whoever is driving it.
