Neither of us has the full context here. Maybe orc #2 thought his buddy could tough out the torture, maybe the DM (and by extension orc #2) thought the players here would stop short of murder. The point is that accusing the DM of "weakness" for simply allowing his players to perform certain actions is a very strange take. If the orcs had more friends who learned of the torture/slaying and were just blithely fine with the PCs regardless, then I'd be OK questioning the DM's storytelling ability.
What truly reflects badly on the GM is directly disallowing certain actions from the meta position of the GM "because I said so" (i.e railroading) or failing to have the world appropriately react to those actions (the "anything goes" sandbox, i.e. Skyrim). Your players are going to do things you don't expect them to do, or even want them to do. The GM's involvement, in these cases, is to determine how this affects the players and their relationship with the setting going forward.

I had the extreme misfortune to open for them at a local show back in like...2011? 2012? They basically treated everyone like their servants and refused to hang out with other bands, take pictures, sign anything. Do you really need it explained that there's nuance to this? Using rude or coarse language can be appropriate or inappropriate depending on the setting and the people you're speaking to. Swearing is generally considered vulgar, which is fine among friends and family. Addressing unfamiliar people or people in a professional environment with vulgarity is frowned upon. Again, this is basic etiquette in the Anglosphere.
