Alternatively (mostly same premise as above) the motive is to encourage waitstaff to upsell/add on as much as they can, because now their tip is tied solely to the size of the bill, instead of being a function of size of bill × tip rate based on service received.(US BTW)
This "service charge" thing sounds suspiciously like a way to claim employees are tipped for wage/tax purposes, while effectively paying them minimum wage and guaranteeing they'll never earn a dime more than that. Otherwise their NON-tipped wages would just be baked into the menu prices instead of this "service charge".
But they said "intern" (a trainee who works, sometimes without pay, at an occupation in order to gain work experience) instead of "inter" (place a corpse in a grave or tomb) 😬
