It's ridiculous to say you have to have 10 years of schooling/be a scientist to define what sex is.
It's not hard to answer at all. Intersex people make up 1.7% of the world population. Everyone else is born with obvious indicators.

The reason we have these laws are so that the criminals face justice. Not to stop the crime from being committed. That's impossible.
