This is a wet area set-down for tile bedding. Pipe is cut down when final level and falls are complete. In no way poor construction...
It's from a wet area set-down during construction stage. Completely normal.
Also it looks awesome! Make sure to post updates when you fill it with veggies!

I hope you put structural re-inforcement behind those bricks...
