A lot of people are scared of leading. It is easier to fall behind someone who takes responsibility for things. They don't even have to be all that charismatic or competent. Critical thinking and teaching the benefits of mutual cooperation threatens powerful people so instead they teach "law and order" and use fearmongering to make it seem safer to hide behind others.
