It's staggering to me that there still exists countries so backwards and outdated that don't just do taxes automatically. I haven't "filed taxes" in at least two decades.

To clarify; Russia would have been banned sooner or later anyways, the invasion was just the final straw. They have constantly cheated and used the competition as propaganda, which is exactly the opposite it's meant for. Propaganda is not allowed in any form, and several countries who have tried that, has been threatened with bans or had to rewrite their songs. Russia just didn't care and should have been banned for competition rule breaking long ago already.
Yes, because the only requirement is that the country is part of EBU, and Eurovision was established to be politically neutral with no exclusions no matter what ever since 1956, as the entire point of Eurovision was to have a political neutral ground for all countries to have a relatively relaxed music competition. Russia got banned because other countries protested and threatened withdrawal. No one has done that with Israel so far, so there is no rule in place to remove their entry either.
