It's more like bad for (legit) ads, since companies don't want to have their product next to nsfw content (on the other hand current ads might get more views). And news, it's bad PR if the site is flooded with nsfw content when media might pick up the story, so that might put off some companies from investing, I guess...

Hitting the oil bases is easier than the capital city of a country (and less civs killed). There were some attacks on kremlin iirc but they didn't do that much. There's also the issue that to do it they would need to use the USA/NATO supplied weapons to get proper results. And Ukraine had to wait a long time to be even allowed to use those weapons to strike targets in russia. Attack against kremlin wouldnt be approved and cheeto mussiolini would hold back aid again if they did behind their backs
