I think they should be paid a multiplier of average per capita income. It does need to be good pay to combat corruption and attract talent.

You're spot on. A $150 DIY kit can absolutely get a heated bed to ABS temps easily. Prices of printers that can do this have dropped a lot

Cord is tied to the fingers and pulled against with the elbow or wrist joint depending on the type. Elastic opens the hand when relaxed.

The camera is picky about what usb controller it will work with, but other than that, Windows 10 has free software that makes it work.
