You proved that a tiny fraction is available. Many good games still don't have a digital release, so emulation is usually the only way.

Maybe, but we're talking across all systems here. Including non-nintendo ones. Only a fraction of the games is available digitally atm.

Except quite a bunch of old games are better than the new releases these days in terms of gameplay and storytelling. Also, no DLC crap etc.

For PS2 I'd say go for PCSX2. Probably the most notable one and probably the only one that works well with most games.

I never had problems with it. All you need is PCSX2 and a PS2 bios file from the interwebs and load it when the setup asks you.
