For the latest D&D campaign I played in I was the eldritch mind control Changeling Sorcerer. It was fun taking on NPC faces and reading their minds and speaking their thoughts out loud in real time as an intimidation play. The sheer 'you have nowhere to hide, not even in your own mind' gas-lighting potential was wild. With the high charisma build, my character was better at being the NPC than the NPC. It was very very creepy and allowed some interesting social plays. It avoided a lot of combat.
They sure are gathering and creating cover for someone to rally additional efforts around it or among it. It's a springboard. It doesn't have to do everything by itself. It creates an environment for more to form. It has to start somewhere and it's good that it has substantial visibility letting more people see that they aren't necessarily as alone as they might feel.
Good strategy also suggests not meeting them where they are strongest. Apply your strength to their weakness. They rely on anonymity to protect themselves from reprisal and consequence. They all go home where they don't have 2 dozen other guys in armour ready to back them up. The all collectively need baskets of cookies delivered to their home addresses and then the protesters need to wear inflatable Cookie Monster costumes. They need to feel exposed. What they value needs to feel vulnerable.
