Well yes that too, but in this case it's mostly being dug in and having 0 interest in improving it. After all why should you as a C level manager take the responsibility for this move, when it likely won't affect your pay and is definitely a lot of risk. A lot easier to hit some other random targets, and your boss doesn't know what an or a cle is anyway.
