Sounds like shit IT. I'm a DBA and am very responsive to users needs. If it were me I'd setup a ETL'd dataset and let them go crazy.

If you're using excel 9 x out of 10 you don't have either all of, or the right, data. If you can solely compile all data for excel, upgrade.

Plus, if granted you access, it wouldn't be to the Server. You'd use a tool to query the data with read only access.
As an accountant you don't get access to SQL. You put a request in to a programmer to build you a report with parameters you can enter.
Excel and Python are two very different things. Are you saying you somehow use python to manipulate data, rather than excel?
Yup. And if you're processing the same data again and again they should really being using an app tied to sql on the backend.
