the QR code took them to a scammer site - that probably mirrored the official one as close as possible so the user thought they were making the payment to whatever parking company is suppose to take the payment
the QR code technology is secure - just like card readers to make card payments are secure - scammers found away to trick the users and scam them - thats what scammers do just like paying people with cold hard cash is secure but scammers still trick clerks out of thousands of dollars by asking for change and scamming the cashier out of the stores money with overloading information and getting more change back then they stated.
QR codes do fix a problem that existed - but most applications of them is just because end users are lazy and lazy end users == prey for scammers
