Every 'controversial' person has justifications for what they do. Not all of them have such great PR teams.

As far as they knew because that was the information given by the swatter and the dispatcher.
More than the food, upkeep and medical care of a prisoner for 60ish years? Could avoid it with a single bullet in a yard somewhere.
Since this is the first death resulting from a known issue, a precedent should be set. If you do this and someone dies, you killed them.
