Biggest difference is Apu actually effected a lot of people's careers. Most people register Willie is a crude stereotype.
Which means-- people who make this comparison don't care about anything until someone ELSE brings it up. ONLY to make a counterpoint.
Also notice like this post, something like Willie isn't an insult to anyone unless one minority group even TALKS about someone like Apu.
There's an ongoing conversation to varying degrees of interest and insight, not just "he's racist and needs to die forever"
but it's more 'accepted to be true' to americans, . Apu is a joke not MADE WITH east asians input at all
nationality + accent gags + working class that doesn't register as relevant + drunk gags = Willie. It's not an ok stereotype either tbh
ethnicity + nationality + colorism + working class + being the only stereotype associated with a low population of immigrants = Apu.
I know it's an easy comparison but the difference is in the details
