This is correct! The Castle Rock supreme court case ruled that generally people do not have a property right to police enforcement of civil orders. Police have taken that very broadly to mean that they get to choose when and where they want to enforce anything. So suing the county etc is about as effective as climbing a mud puddle uphill.
