im thinking this has to do with bill gates testifying or maybe a newspaper gonna publish some crazy damning story about her and epstein. this is definitely a preemptive move though.

my guess is the circles are drawn on, and then using pin striping tape that they use for car pin striping and use the drawn lines as guides for the pin striping
