"defund the police" is a little misleading as a goal. The intent is to spend less on the police so that we can branch out and have specific roles for different things rather than catch-all "police". The police force should be shrunk, concentrated and improved whilst adding in other, separate departments like "neighbourhood outreach officer", or "minor claims officer" or the like. Better training though specialisation.

It depends on the story origin but the one I've heard is that Djinns are evil and by freeing it from the lamp you've basically doomed the world. In a twist of humour the djinn offers you 3 wishes for you to spoil yourself until the end comes. (In some variants you can use a wish to seal it away again)

Not to minimise but to explain, most of these Indian phone scammers are pressganged into working for the scammers. Their families and themselves are under threat if they don't perform. It's a sucky situation all around.
