They can't. Capitalism is not a cancer that eats everything, it is a petri dish with dozens of bacteria colonies growing in it that eat everything. The colonies that eat the most get the biggest, and eat the other colonies, and the colonies that abstain from growth get devoured. Capitalism is an environment that rewards rapacious growth, and the only goal that matters is 'consume'. So they can't. Because if they did, another bacteria colony would eat them. The entire thing is unusable.

Don't misunderstand me- I am aware that plans to kill people are in place. They just aren't marketable. You build the facilities as detention centers, then as work camps, then as concentration camps, then as death camps, because if you open up with death camps, people get fidgety.
Same reason the Nazis did. Their initial plan was to deport all the Jews. This turned out to be quite difficult as no one wanted Germany to dump its own citizens in their country, so they had to store them while they figured out where to send them. Eventually, storing them turned into exterminating them when it got too expensive.
