There's a lot of reasons I can think of for this issue, and except for recurrent lazy writing, I seriously dont think that the issue is what you said.
The guy looks pretty short (Im a shortish guy myself). to me it looks like his pants are too long and he wore them like that instead of rolling up the bottom (or adjusting the length)
