No need for an exact match when you're attaching the hinge to wood (or particleboard, etc.). The first few times you can use a slightly bigger screw, then eventually you'll need to fill the hole with wood epoxy and start over.
What are you worried about here? Per your article, this is part of a long-term plan for France to keep their gold reserves in-country, started in the 1960s.

He allegedly never leashed his dogs (illegal), would regularly seek out and approach children that he knew were afraid, and would camp out in front of children's houses if parents confronted him.Again, not an excuse. Absolutely insist on that being fixed. This is clearly not an "as cheap as possible" deck. Nobody on the crew should be cutting that corner without bringing it to your attention. If they need to do a little extra framing to locate it correctly then so be it.
