the rooting is what makes it difficult to fish-farm, from what I have read. But I am not a biologist. Hopefully we can find a way!

So because eelgrass is a seagrass, it needs to root to the seabed. That means that it is really susceptible to current changes.

Novagrass has developed a way so you can harvest it without disturbing the seabeds but the most environmental way is to beach harvest :)
