I do believe the vast majority of people they are seeking to deport have deport orders against them. When ICE does find out they have detained an American citizen they let them go. I think I have seen two stories where this is not the case.

It’s actually what a reasonable officer would consider suspicion. And they are allowed to detain while they get confirmation. IE ask their supervisor if what they suspect is a crime is a crime.
I truly doubt that. I have been blessed and have had a job since I was 15. I have not ever had the misfortune of needing any government assistance. So I have always been a net positive for the government. Other than a couple of tickets I have never broken a law. In like them.
