Disenfranchising voters is bread and butter for the Republican party. Trump has just managed to take it to a new level.
If it's related to mail, I'd bet it has less to do with fascism and more to do with loss or delay of important deliveries.
Evolution is like trying to put together a puzzle, but you don't have any of the pieces, so you mash together anything that kind of fits.
I imagine lobbying by business owners to prevent such things has something to do with it.
If decay isn't dangerous to consume, there's no reason to evolve a distaste for it.
