The federal reserve is chartered by the United States government. Certain express powers of the United States, such as to tax and spend money, have been interpreted to authorize the ability to make a law chartering a bank, to make a currency, and allow Congress to tax and spend. The reason this seems possibly helpful is that no amounts may be draw from the treasury except by appropriations. So, knowing a unit of measure would help an entity tax and spend without violating the Constitution.

Which seems like bullshit, but a teacher teaches a hard subject, poorly. Everyone does bad on the test. No one is penalized for failing because most everyone did. Shows deficiencies to the teacher. I ended up liking it a lot after I got over “40 is a good grade.”
Impossibly hard tests where everyone’s score is adjusted to grade them against their peers and how well the teacher taught you and those peers. Had a 42% turn into a 87%. Did quite well.
You have to understand, flood irrigation lowers costs so they don’t take as much of a hit on spoiled unsold goods.
