This looks like it could be a Siberian, we have three and they are equally as fluffy in the winter. They have three coats of fur. They do require brushing to keep from matting, especially in the Spring and Summer. It is not recommended to shave them because their fur helps regulate body temperature year around.

I have one! A pencil rolled off a desk graphite end down and the eraser end on the table, when I went to get up I jammed it right into my thigh. Had to walk down the hallway with it sticking out of my leg.
