Eh it depends. If they draw the water from finite aquifers or reservoirs then it's a problem, especially in drought years. Yeah it comes back down as rain but if it doesn't land where you can catch it, it's lost. I live in Colorado, no rivers flow INTO the state so if we don't get any snow (like this year) we don't have any water. Neither does California because the Colorado river starts here. You learned the water cycle but failed to learn the practical application of it.
