ICE is federal, State Troopers are...well state lol and city police are specifically to a city. All are uniquely governed in how they do things. Generally speaking, when one pulls a George Floyd stunt, they all are viewed as POS. I have had positive experiences with state police, especially in emergency situations like a bad crash. And its not impossible local city PDs and SOs have more tendency to bend the rules or just flat out do illegal stuff vs state police. its alot tougher due to being a state employee. Higher standards with low tolerance since if you get caught doing so thing dumb, the state likely will pay it out. Thats not to say bad stuff doesnt happen, its just less likely. Tow companies have contracts with police to always get the calls for tows. They wont risk losing the contract

Thats not how it works. We have paperwork that states what vehicle code the towed vehicle is towed for. If its not a valid code the vehicle gets released and all costs land on whatever officer towed it or the tow company itself. Regardless of if ICE follows the rules. State police and tow companies do have to follow the rules. Private property the tow fees land on the property owner the vehicle is on (if say a house driveway or field or something) or in this case the hotel may even pay to tow it

A tow truck driver would require a special vehicle code to tow. On private property like this hotel parking lot there is no authority to tow. This video is likely fake and misleading
