I feel you are misinformed. Anecdotally speaking from my 2 children in the program I can say it is false. Both my children love it and the 2.5 year old can swim and float even in waves. the 16 month old can float in pools clothed and call for help. I also was a Certified swim teacher 10 years ago.
My wife took our children and I was hesitant. But honestly within 6 weeks, they had practiced in clothes/shoes/snow pants and taught our 16 month old and 2.5 Year old to float successfully on their back. It in no way give me an bias as a parent to not pay attention. But it does stop the children from the traumatic response that might happen. We keep up on them 2 times a year, best investment of my adult life.
I bet it would make it super long. Also get rid of that happy curve

I think regardless of party, claims need to be substantiated before resigning. Resigning before they are seems to prove guilt.
