That's the minimum reaction she had to show and nothing more. But her reaction will change now that Hollande got upset.
She did both actually. She said the spying was wrong, but implicitly defended the NSA's actions.
But she has diplomacy to react to scandals such as these. Her reaction was meager from the start, to say the least.
Is that really the only reaction you could think of? There's a lot of room between nothing and going to war.
To act like it's the big deal that it is. She sent the minister of interior affairs. That's a very low profile reaction.
